South Africa's Visa Challenges and Silver Linings

Cape Town, South Africa – 7 February 2025 – At the inaugural Coffee and Conversations session covering the issue of Visas in South Africa, industry stakeholders put their heads together over the priorities necessary to address South Africa’s Visa challenges. Difficulties relating to skills internal to the Department of Home Affairs (DoHA), the links between DoHA and the Department of International Relations and Cooperation (Dirco), and the imperatives and dangers of digitalising a Visa system received thorough and robust engagement during the session.

A major concern raised was the transition from a face-to-face visa application process to an increasingly automated and faceless system. While this shift has the benefits of faster processes and corruption reduction, it can also increase rigidity and cause frustrations. While automated systems can have this effect, many ongoing inefficiencies and the infamous DoHA backlog have much to do with a lack of training among officials responsible for implementation.

According to keynote speaker Guido Angelucci, of Gast Consulting, Home Affairs is facing a severe lack of resources, and while changes are underway, it is up to the broader stakeholders to bridge the gap. “The Department is listening, but pressure must be maintained to ensure that these reforms translate into tangible improvements.” He stressed the need for improved training, streamlined processes, and stakeholder collaboration to enhance the visa system’s efficiency.

Meanwhile, one participant offered the perspective that South Africa’s incremental approach to repairing the Visa system is insufficient in addressing the magnitude of the challenges. Instead, a comprehensive overhaul is needed to position the country as a global business hub.

Mr. Khule Duma, representing the office of the Presidency, provided a government perspective on visa reform, emphasizing that structural change is rarely seamless but remains essential. He assured attendees that the contents of the session would circulate to decision makers in government to ultimately influence a more efficient immigration system.

Duma highlighted the government’s commitment to facilitating skilled immigration to support economic growth. He cited evidence that a 1% increase in skilled immigration could boost employment for South Africans with lower levels of education by 1.25%.
Duma emphasized that investment planning requires certainty, and South Africa must provide a more predictable visa framework to encourage long-term business commitments, while Angelucci underscored that inconsistent decision-making—where applicants with identical circumstances receive different visa outcomes—exacerbates uncertainty for businesses.

Pamina Bohrer, vice Chair of the EU Chamber of Commerce in South Africa, referenced a survey conducted by the EU Chamber of Commerce, confirming that companies prefer to hire locally due to the financial burden associated with hiring international talent. However, for businesses entering new markets, securing highly skilled international personnel remains a necessity.
Overall the discussion reinforced that significant and rapid visa reform is integral to South Africa’s economic development and investment attractiveness. Furthermore, an enormous job remains, despite potential green shoots resulting from the breaking of political ground through the GNU.
This event was the first of a series in Coffee and Conversations, a morning event designed to tackle some of business’ most pertinent topics before the work day begins. This pivotal event saw ItalCham collaborate with the EU Chamber of Commerce in South Africa, the British Chamber of Commerce, Business Ireland South Africa, the Belgian Chamber of Business in Southern Africa, and Business Netherlands Chamber. This engagement, spearheaded by Wesgro is crucial as it fostered high-level discussion and connection on market access, investment facilitation, and sector-specific support.
As highlighted in this year's gathering, strategic initiatives such as the expansion of Western Cape’s industrial areas, advancements in hydrogen energy exports, and key infrastructure developments—like addressing port inefficiencies through private sector participation—are pivotal to enhancing South Africa’s trade capabilities.

The engagement with EU representatives was particularly valuable as it provided direct insight into policies affecting trade. For our members, these engagements translate into tangible benefits—access to investment channels, strategic business insights, and opportunities to influence trade policies. We encourage all members to actively participate in these conversations and capitalize on the dynamic trade and investment landscape facilitated through our collaboration with the EU and key stakeholders.

Furthermore, discussions around border management and streamlining visas for business operations emphasize the EU’s commitment to being a reliable and predictable partner. The Italian business community in South Africa stands to benefit from strengthened ties with European investors, increased market connectivity, and collaborative projects that drive economic growth.

CONGRESS TOURISM: ITALY IS SECOND IN THE WORLD,
FIRST IN EUROPE

Italy ranks first in Europe and second in the world for congress tourism, hosting 553 congresses in 2023, surpassing Spain (505), France (472), and Germany (463), and coming second worldwide only to the United States (690). In 5 years, the country has risen from sixth place to first in Europe, the only one to show growth among the leaders in the ranking for the number of congresses hosted from 2022 to 2023.
Many Italian cities in the world's top 100 are top destinations for congress tourism: Rome (7th place), Milan (29th place), Bologna (47th place), Florence (60th place), Naples (66th place), Turin (78th place) and Venice (84th place).
Italy also ranks first in Europe for the number of employees in accommodation and catering sectors, with about 320,000 businesses, followed by Spain (291,000), France (285,000), and Germany
(231,000) (2022).
EU-Zimbabwe Business Forum

The European Union (EU) Delegation to the Republic of Zimbabwe, in partnership with European Union Member States, is organising the first European Union Zimbabwe Business Forum to be held from 20 to 22 May 2025. The forum will be planned in partnership with the Zimbabwe Investment & Development Agency, ZimTrade and the Confederation of Zimbabwe Industries.
This initiative aims to promote trade and investment between the EU and Zimbabwe, within the framework of the Global Gateway. The EU offers a multi-sector range of financial guarantees to de-risk investments, thus supporting private European investors to explore opportunities in challenging markets, particularly in Africa and the EU Neighbourhood.

Why explore Zimbabwe as an investment destination?
Zimbabwe is strategically located in Southern Africa, with access to a large and growing regional market (SADC, COMESA, AfCFTA), and contributing significantly to regional trade and connectivity. The country is rich in natural resources, including an abundant and diverse mineral resource base.
There are opportunities for investment in agriculture, infrastructure development, manufacturing, tourism and other services; Government is making effort to improve the business environment.

call for submissions: multilingual short story anthology

The Sections of Italian Studies and African Languages and Literatures at the University of Cape Town, in partnership with the Section of Italian Studies and the Section of Translation and Interpretation Studies at the University of the Witwatersrand, with the support of the Italian government authorities in South Africa, invite young writers and illustrators to participate in a groundbreaking multilingual project.
​
The proposed anthology, "Freedom" (Inkululeko : Libertà), seeks to showcase the creativity of young writers in Italian, isiXhosa, and isiZulu. The project aims to promote multilingual and multicultural cooperation amongst the South African youth, fostering a dynamic conversation between languages and cultures.
​
We invite young people aged 18-25 to submit original short stories in Italian, isiXhosa, or isiZulu, accompanied by an English translation. Illustrators aged 18-25 are also encouraged to submit illustrations for consideration.
​
A panel of editors will select the best three short stories in each language, as well as the best illustrations and each will receive a prize of R10 000. The selected stories and illustrations will be published in a multilingual anthology, scheduled for release in 2025. The book will be widely distributed in bookstores across South Africa and Italy.
Registration before the 31st of January, Stories and Illustrations submission BEFORE the 18th OF MARCH 2025.
